In this multi-year evaluation, ClearUp assessed the CQUIN’s effectiveness in advancing differentiated service delivery for HIV testing, treatment, and advanced HIV disease. The evaluations demonstrated CQUIN’s catalytic role in translating policy into practice through South-to-South learning, co-creation of practical tools, and strengthened national ownership and recipient-of-care engagement. Findings showed measurable gains in the service differentiated service delivery coverage, quality, and integration into national HIV programs, and informed future donor guidance on sustaining person-centered, efficient HIV service delivery systems.
